His background with the Advisory Board for the Council for Responsible Genetics as well as his work on the Biological Weapons Convention makes him likely one of the few top world experts to be reckoned with on the information he was sharing and that I link to below.
He drafted the U.S. domestic implementing legislation for the Biological Weapons Convention, known as the Biological Weapons Anti-Terrorism Act of 1989, that was approved unanimously by both Houses of the U.S. Congress and signed into law by President George H.W. Bush.

Today’s version this Wikipedia article “COVID-19 lab leak theory” makes no mention of Dr. Francis Boyle and his collection of evidence going back to 2020. Instead, it closes with this:
In August 2024 the Lancet Microbe published an editorial saying it is "simply wrong" to assert that SARS-CoV-2 is of unnatural origin, and ascribed continued interest in the unnatural origin idea to irresponsible journalism and political motivation. The editorial expressed concern that the furore around the virus's origins had a "chilling effect" on legitimate virology research and could jeopardise mankind's safety from pathogens in the future.[248]
What follows is a straight copy of the article sharing Dr. Boyle’s findings published in 2020. Unfortunately, the YouTube version of the interview in question has been taken down. A little lower in the list is a transcript of the full interview published on a different site.

In this interview, the author of the US Biowarfare Act, Professor Francis Boyle, uncovers four separate studies which he claims confirm as ‘smoking gun’ evidence the Wuhan coronavirus, now known as COVID-19, was in fact weaponized.

One possible reason no one dares publish Dr. Francis Boyle’s “smoking gun” interview is because he made it TO THE TOP of the the list of “Superspreaders Behind Top Covid-10 Conspiracy Theories” which was circulated in Canada on February 15, 2021 by CTV News:
And in third place on this dubious list is THE CENTRE FOR RESEARCH ON GLOBALIZATION, founded in 2001 by Michel Chossudovsky, professor emeritus of economics at the University of Ottawa. Its news archive draws from over 10,000 authors and publishes in multiple languages. In 2008 Global Research and Professor Chossudovsky were awarded The First National Prize of the Mexican Press Club, for the “Best Research Website” at the international level. (Source)
An additional member of this list of “Superspreaders” is the late French virologist & Nobel Prize winner, Dr. Luc Montagnier who retold his life story here. He was granted the The Nobel Prize in Physiology or Medicine in 2008 as part of a team which worked on Human Immunodeficiency Virus (HIV), which was proved to be the cause of the immunodeficiency disease AIDS. The authors of the Superspreader list are quick to jeer that a paper cited by Dr. Montagnier was withdrawn and claim that thereby Dr. Montagnier would be a spreader of misinformation. Clearly, the authors do not understand the scientific process which involves a continual process of observation, questioning, hypothesizing, testing out hypotheses, noting new observations, etc. A paper withdrawn ‘in response to comments received from the research community on their technical approach and their interpretation of the results’ does not close the door on the observations that lead one to criticize the theory that this virus simply evolved naturally and became as virulent as it was WITHOUT human intervention.
Instead, their discounting of a Nobel Prize winning researcher based on the withdrawal of a single paper clearly indicates that then intent the authors of the list circulated by the CTV was simply to provide a “hit list” of folks to discredit. . Focussing only on “digital forensics” they did not think to look at the patent history around viral manipulation. They did not make the connection, between what Dr. Montagnier and many other experts were suspecting, to the gain of function work long being undertaken at the University of North Carolina. They were unaware that Dr. Montagnier was on to something when he suspected gene manipulation. We learn from medical patent researcher Dr. David Martin that
“As early as May 21, 2000, Dr. Baric and UNC sought to patent critical sections of the coronavirus family for their commercial benefit. In one of the several papers derived from work sponsored by this grant, Dr. Baric published what he reported to be the full length cDNA of SARS CoV in which it was clearly stated that SAR CoV was based on a composite of DNA segments. “Using a panel of contiguous cDNAs that span the entire genome, we have assembled a full-length cDNA of the SARS-CoV Urbani strain, and have rescued molecularly cloned SARS viruses (infectious clone SARS-CoV) that contained the expected marker mutations inserted into the component clones.”
On April 19, 2002 – the Spring before the first SARS outbreak in Asia – Christopher M. Curtis, Boyd Yount, and Ralph Baric filed an application for U.S. Patent 7,279,372 for a method of producing recombinant coronavirus. In the first
public record of the claims, they sought to patent a means of producing, “an infectious, replication defective, coronavirus.” This work was supported by the NIH grant referenced above and GM63228. In short, the U.S. Department

In other words, for NINETEEN YEARS before the authors put this list together, there was evidence that genetic manipulation of the Corona virus was already occurring in order to make it more infectious. In his early analysis, Dr. Luc Montagnier may or may not have been right in his hypothesis of one way it was being done. The Superspreader list writers were clearly not investigating the field to gain new learning around the topic of the SARS-CoV-2 virus. They had only one mission — to look for the most spurious reasons they could find to shut down anything that contradicted the narrative being promoted by their employers.
Purposely omitting the expertise of Dr. Francis Boyle was another example. Apparently because Dr. Boyle is a law professor with no background in virology, he can be totally disregarded, at least such is the claim of the authors of the list of “Superspreaders”. In a classic case of Lying by Omission, a type of Disinformation discussed here, they make no reference to his work on the Bioweapons Convention and simply state: “Boyle has no academic degree in virology or biology but is a longstanding critic of research on pathogens.”
They also omit any reference to the scientific evidence Dr. Boyle does present and come up with their own claims that his evidence is strictly circumstantial. Sadly, this type of “journalism” does not meet the Associated Press’ own commitment “to combat misinformation by debunking false and misleading claims” and instead clearly DRIVES MISINFORMATION.
EVIDENCE? Boyle bases his argument on circumstantial evidence: the presence of a Biosafety Level 4 lab in Wuhan, the fact that other viruses have escaped from other labs in the past, and his belief that governments around the world are engaged in a secret arms race over biological weapons…. A World Heath Organization team concluded it was extremely unlikely the virus escaped from the Wuhan lab, and other experts have said the virus shows no signs of genetic manipulation.
Of note is the CTV’s casual inclusion of this factoid in the article:
The Associated Press collaborated with the Atlantic Council's Digital Forensic Research Lab on a nine-month investigation to identify the people and organizations behind some of the most viral misinformation about the origins of the coronavirus.
The Associated Press is billed as a not-for-profit news agency. However, its chairman from 2017 to 2022, Steven Swartz, was/is a member of the Business Roundtable which was running its “Move the Needle” Campaign at the time.
Of particular interest is the amazing number of participants in the Business Roundtable CEO Challenge, including Pfizer’s Albert Bourla himself. Other CEOs pictured include those who run corporations as diverse as American, Delta and United Airlines, PepsiCo, Walmart, Best Buy, General Motors Company, Northrup Grumman, Black & Decker, Johnson Controls, Deloitte, AT&T and many more. Truly an military/industrial complex.
The Atlantic Council (billed as a “nonpartisan organization that galvanizes US leadership and engagement in the world”) makes no secret of the wide range of corporate and “philanthropic” donors that it is implicitly accountable to - it has all manner of financial stakeholders, not the least of which is Blackrock - the major investment firm in many of the BigPharma companies.
The “work” of the Atlantic Council’s Digital Forensics Research Lab (DFRLab) was put into question here, in the context of so-called “Russian disinformation” research after it was revealed that their findings relied upon AI powered “fact checking bots” that were simply trained to flag certain key words in news articles without references to the actual historical and geopolitical context. Likewise, there are no references mentioned in the DFRLab’s 2021 report “Weaponized” that even come close to the level of scientific understandings shown in the list of studies citied by Dr. Francis Boyle. Instead, the DFRLab relies on sources with titles such as: “Telling China’s Story: The Chinese Communist Party’s Campaign to Shape Global Narratives,” Stanford Internet Observatory, 2020; “[Nosepick Emoji] Hopefully Wuhan’s pneumonia of unknown cause is just an accident. Let’s see if there will be attack towards laboratory on the Internet in the future.”, Weibo post, December 31, 2019; Maanvi Singh, Helen Davidson, and Julian Borger, “Trump claims to have evidence coronavirus started in Chinese lab but offers no details,” The Guardian, May 1, 2020; “Novel Coronavirus (2019-nCoV) Situation Report 13,” World Health Organization, February 2, 2020; Ashley Welch, “How Conspiracy Theories Undermine People’s Trust in COVID-19 Vaccines,” Healthline, February 2, 2021.
The question arises: What content-specific biology & virology expertise do those involved with this project have? Well, there is not a single “academic degree in virology or biology” in sight! On the DFRLab side, we note a number of “multimedia journalists”, “research associates”, two people who spent time in positions related to US National Security, a social media influencer particularly around “colour revolutions”, a PhD student in the field of “Human-Centered Design & Engineering”; a person whose work as a digital forensic researcher typically has him looking for “the misuse of Gen AI technology to create political imagery and the execution of coordinated inauthentic behavior (CIB)” (Source) and a member of the Influence Operations Researchers' Guild at the Carnegie Endowment for International Peace (a home base for at least one future CIA Director). Of the Associated Press staff listed in conjunction with “Weaponized” we note a “Fact Check and Misinformation editor” with a background in English Literature, a former homeland security correspondent and an award-winning global investigative journalist whose work focussed on Ukraine, China, India, Myamnar and Cambodia. There appears to have been no one on the team with a virology or biology background, or anyone involved in international law around bioweapons treaties. How can this conglomerate of people be relied upon to investigate the research around ACE-2 proteins, furin cleavage site manipulation, etc, in order to provide authentic rebuttals to Dr. Francis’ points about the genetic manipulation of SARS-CoV-2? Heck, it might be likely that I, with my four years of biweekly, and sometimes even daily, deep dives into Covid Science have a firmer grasp of the questions at hand than any of the authors of the report claiming to identify the top misinformation providers on the subject!!! :-(
It is a real shame that someone with recognized credibility like Dr. Francis Boyle, THE ACTUAL AUTHOR OF THE BIOWEAPONS CONVENTION, finds himself targeted by corporate-backed hit pieces put together by institutions so riddled with conflicts of interest that ethical media operations ought to reject outright. Simply giving them coverage drives misinformation.
I would posit that the Authors of the AP/DFRLab report “Weaponized” have not even thought to read through the terms of the Bioweapons Convention. Are they even aware that the proposal of a “prohibition of the development, production and stockpiling of chemical and bacteriological (biological) weapons” could have a financial impact on the corporate interests represented at the Business Roundtable and the Atlantic Council?
Former Assistant Secretary of the US Treasury and Associate Editor of the Wall Street Journal, Paul Craig Roberts lists the Atlantic Council, along with other “Democratic institutions” as the “institutions of the censorship industry”. His list includes

Here are some questions to the CTV :
a) Do you want to be part of that illustrious list of “institutions of the censorship industry”? What good does that do to you and your reputation? And your ability to retain a solid readership and recruit and pay for top-notch staff?
b) You apparently paid for this article from the Associated Press, a partner in this pseudo-scientific operation meant to shut down those like Dr. Francis Boyle (as well as the other “dissident voices” publishing on the Global Research platform.) You did not do your own due diligence as to the validity of the “work” and the relevance of the sources being cited. Is it now not time for an apology? Given that EVERY MAJOR CLAIM made by the so-called providers of misinformation (aka Conspiracy Theorists) has now been proven to be TRUE, why not return to Dr. Francis Boyle, along with the founder of Global Research, Dr. Michel Chossudovsky, and give them an opportunity to share of their expertise and all the peer reviewed published scientific, economic, intelligence, and other information that has come to the fore since the publication of your smear piece in February 2021 (3 1/2 years ago). Someone should start with the long-debunked claim that “the virus shows no signs of genetic manipulation”.
Invite them onto your news platform as guest commentators, allowing Canadians to hear from people with actual credibility instead of the amateurish voices posing as researchers at corporate backed “digital forensic” organizations.
